It depends. It depends on who the dispute is against. It depends on what type of agreements the investor signed with the entities that they are suing. Some disputes might have to be resolved in arbitration, before an entity called FINRA, which stands for Financial Industry Regulatory Authority. Other disputes might be resolved in state court or federal court.
